Senior Policy Specialist- Pathology and Laboratory Medicine Program - Cancer Care Ontario - Toronto, ON
The Pathology and Laboratory Medicine Program (PLMP) at Cancer Care Ontario is currently seeking a Senior Specialist to support the implementation of the CCO Framework for Personalized Medicine. The Framework will serve as a unifying strategy for the organization and focus on strengthening quality, safety, service delivery and system planning.

He/she will play an active role in planning and leading several medium to large-scale projects/quality initiatives. The Senior Specialist will work closely with members of the PLMP team as well as various internal and external stakeholders (e.g. clinicians, administrators, etc.) to manage and drive the success of quality initiatives.
RESPONSIBILITIES/RESPONSABILITÉS:
The key responsibilities of this position are/Les principales responsabilités de ce poste sont:
· Planning and leading several medium to large-scale projects/quality initiatives.
· Actively managing projects/initiatives, including identifying and effectively communicating with relevant stakeholders, managing project documentation, driving agendas, and providing input in a collaborative setting.
· Supporting project/initiative evaluation activities and preparing reports and summaries based on evaluation information.
· Performing in a leadership role in various program related projects, policies, activities and initiatives.
· Monitoring evidence and conducting jurisdictional scans to understand best practices.
· Developing and maintaining a variety of project tools and documents.
· Identifying issues and risks in a timely manner and escalating to Lead and Manager, as required.
· Managing multiple projects concurrently within timelines.
· Demonstrating and maintaining a positive and creative influence in keeping project momentum moving forward.
· In collaboration with clinical experts: conducting needs assessments, literature reviews, surveys, and environmental scans; developing education and evaluation tools; and actively participating in the development of recommendation reports, position statements, MOHLTC reports.
· Working with various stakeholders (subject matter experts, health care providers, administrators, professional bodies) and working groups to achieve consensus.
· Coordinating meetings for internal and external groups including organizing meeting logistics (in person and via teleconference), preparing and circulating meeting materials and related communications, tracking action items, and ensuring appropriate follow up.
· Developing and presenting material using excellent written, verbal, and graphical communications skills.
· Supporting committees, other initiatives, and other tasks as assigned.
· Contributing to operational activities (e.g. developing annual business plan documentation, preparing program related status/progress reports, etc.).
· Thinking strategically and identifying risks, opportunities and dependencies.
· Contributing to knowledge transfer and exchange (KTE) activities (e.g. publication of scholarly articles, presentations, etc.)
QUALIFICATIONS/QUALIFICATIONS:
· A Master’s Degree in health sciences, health informatics, health policy, public health, public policy or related field is preferred.
· Three to five years of related experience in health policy development, analysis and implementation is required
· An understanding of Ontario’s health care system with particular emphasis on cancer is an asset
· A tactical thinker with experience formulating policy
· Experience conducting systematic reviews and developing guidelines
· Excellent writing skills including the ability to prepare briefing notes, reports, policy papers and evidence summaries
· Excellent oral skills including ability to create and deliver effective presentations and answer questions
· Strong relationship building skills, with demonstrated experience engaging and building relationships and consensus amongst diverse stakeholders
· Ability to prioritize and manage several projects in a cross-functional team environment and to respond quickly based on timelines and project plans
· Ability to multi-task and pay close attention to details and deadlines
· Demonstrated ability to work independently in a self-directed manner with minimal supervision
· Ability to work well under pressure and use good judgment in assessing difficult situations
· Comfortable working in a dynamic fast-paced environment with a degree of uncertainty or ambiguity
· Strong problem-solving and facilitation skills and effective critical and strategic thinking abilities.
· Detail oriented with excellent organization and time management skills
· Experience facilitating meetings and/or Communities of Practice preferred
· Proficient in computer software applications e.g. using Microsoft Word, Excel, PowerPoint and managing information on databases.
