PROGRAM AND POLICY ADVISOR (1) - Ministry of Health and Long-Term Care - Toronto, ON

The Ministry of Health and Long-Term Care, Environmental Health Policy and Program Section is seeking a highly skilled individual to to provide leadership and expertise to implement new or revised public health policies and legislation/regulation related to environmental health.

What can I expect to do in this role?
In this role, you will:


• Provide project leadership, coordination and/ or participates in work efforts required to prepare new or revised public health policies and legislation/regulation related to environmental health.

• Lead the development of the plan, and process of, publicly launching and supporting the introduction and implementation of new policies related to environmental health.

• Lead and participate in the development and delivery of environmental health program training and educational outreach.

• Lead program accountability and evaluation activities.

• Lead assigned project and/ or work team comprised of branch/ division colleagues, ministry stakeholders and service providers.

• Oversee all areas of project management.

• Represent the division/branch lead regarding local/provincial environmental health issues requiring provincial coordination/oversight.

• Lead ongoing analysis of reporting submitted by Public Health Units to identify trends providing senior policy advice and preparing documentation regarding the interpretation and application of legislation and regulations.

• Serve as the division/branch focal point regarding federal/provincial/territorial issues in area of specialty.

• Promote branch initiatives through presentations to public health units, and ministry management and staff.

• Provide senior level consultative advice in area of specialty in response to inquiries, issues, complaints and requests.

• Prepare briefing notes, information notes, speeches and presentation decks as required and in response to correspondence for the Minister, Deputy Minister, Assistant Deputy Minister and Chief Medical Officer of Health.


How do I qualify?
Technical Knowledge:
• You have demonstrated knowledge and expertise in environmental health.

• You have proven knowledge of the Ontario Public Health Standards and protocols, regulations and legislative authorities (e.g., Health Protection and Promotion Act) to provide expertise on a range of public health protection and prevention issues with a focus on environmental health.

• You have knowledge of data analysis and measurement techniques to lead ongoing analysis and interpretation of reporting submitted by Public Health Units and suggest where further updates to standard’s, guidelines, operational policies and/ or protocols are required.


Policy and Planning Skills:
• You have knowledge of operational policy, guidelines and protocols development methods and techniques, environmental scanning, stakeholder consultation, and Cabinet and Treasury Board submission preparation and approvals processes.

• You possess advanced knowledge and understanding of policy implementation, including planning processes and methods, decision making and accountability framework/ structure design, and the development of performance targets to lead the implementation of new and/ or revised environmental health policies and legislation.


Financial Skills:
• You have knowledge of financial forecasting, program funding and risk management principles to provide support in the preparation of Cabinet and Treasury Board Submissions.


Analytical and Communication Skills:
• You have political acuity to understand climate and culture by recognizing and using the corporate culture and the language that will produce the best response.

• You have strong written communication skills to prepare briefing notes, information notes, speeches, presentation decks, educational materials and correspondence that presents complex technical/ scientific information, protocols, legislation, regulations, standards and procedures in a manner that can be understood by stakeholders/ individuals.

• You have strong oral communication skills to provide specialized advisory services, prepare and present complex technical/scientific reports, policy and legislative recommendations, analyses and summaries; and conduct training and presentations.

• Analytical skills to lead ongoing analysis of reporting to identify trends.


Project Management Skills:
• You have advanced knowledge and expertise in project management to provide leadership required to prepare new or revised environmental health program policies and legislation for implementation.

• You possess issues management skills and knowledge of risk assessment and risk management principles to make recommendations on program area issues and risk management strategy development.


Relationship Skills:
• You have relationship management and stakeholder relationship skills to manage and support relationships with a wide range and level of contacts and to participate as a member of committees and task forces.


Computer Skills:
• Computer proficiency is required.
